Dubai hosts the 3rd edition of Petroleum Days: More than a dozen African countries expected

This year, the Petroleum Days will host S&P Global, a world leader in energy market analysis.

The third edition of Petroleum Days will take place from May 28 to 31, 2025, in Dubai under the theme: “Negotiation and Monitoring of the Production Sharing Contract (PSC).”
Organized by the consultancy firm 3M-Partners & Conseils, this unique event will bring together a diverse range of public and non-state actors from the African oil sector to address a key issue: ensuring contract balance, maximizing economic benefits, and ensuring rigorous monitoring of contractual commitments.

A Key Event for a Strategic Issue

In a context where African states need to diversify their economies and strengthen their energy sovereignty, the Production Sharing Contract (PSC) has become a crucial tool. Mastering it allows oil-producing countries to optimize petroleum revenues and other benefits while securing investments, thereby enabling more efficient resource management in a constantly evolving geopolitical environment.

This edition will focus on two fundamental pillars of the PSC: negotiation and monitoring. Negotiation defines the contract terms and their ability to generate long-term benefits for national economies, while monitoring ensures commitments are upheld and expected gains are fully realized.

To address these challenges, Petroleum Days was launched in 2023. The last edition gathered twenty-one administrations representing seven African countries. This year, more than ten countries covering exploration, development, and production phases are expected, with participation from government representatives, institutions, general directorates of customs, taxation, hydrocarbons, treasury, and public accounting, as well as national oil companies, African organizations, and other industry stakeholders.

A Well-Balanced Program on Key Topics

Over three days, eight sub-themes will be discussed, evenly divided between negotiation and monitoring:

  • Major economic and fiscal conditions;
  • Key elements of the legal and regulatory framework;
  • Technical data and commitments;
  • Environmental and social commitments;
  • Monitoring and controlling oil costs;
  • Technical inspections and other verifications;
  • The importance and challenges of joint venture audits;
  • Financing monitoring missions.
